updates to forum

in case anyone here has missed the changes:
- you can upload 67% more avatars per avatar (250x250px max, with a max file size of 538KiB) :3c (portal reference)
- signatures can be 1024 chars long and can have 25 hyperlinks max, so you can add yourself web buttons now!!

- 250 pms total per box before deleting older ones
- attachments in pms too (no downloadable files in pms though for now like videos)
- max file size is 230 mib in forum, 100 mib in messaging
- have a cat. meow!!!
